Add a new layer.

Set your foreground color to black and your background to null.

Select your draw tool and set at:
Freehand line
Width 1
Antialias checked

Draw a "chin string" at the bottom of your hat.  I added two little lines that stick out to the sides - the ends that like to stick out when you wear the hat LOL!

Now your hat is all ready to be decorated.

Yes that is the hair ball tube used for the pompom. LOL!
