Add a new layer at the top of your layer palette.
Choose your draw tool and set at:
Single line
Width 5
Style bullet
Antialias checked.
Place your cursor at 200,200 and draw across so your line is about 115 long.
Set your foreground to null and your background to white.
Add a new layer.
Choose your shape tool and set at:
Ellipse
width 1
Antialias checked
Hold down your shift key and draw out a circle about 10 x 10.
Use your mover tool and move the circle to the end of your hand.

(I filled my background so it is easier to see.)

Layers > Merge > Merge visible.
Rename this layer hand1.
Selections > Select all.
Selections > Float.
Effects > Plug-in filters > KPT5 > KPT5 Shapeshifter > these
settings:
Cool Kitchen (Click on the colored ball in the Enviroment window, then find your
Cool Kitchen.jpg, most likely in the EnvMaps folder. Once found click
open.)
wwclock, third preset (Click on the preset button in the bottom left corner,
find my presets, click on the third one and then the checkmark.)
Click the checkmark in the bottom right corner to apply.
Selections > Select none.
Turn off all of your layers.
Set your foreground to white and your background to null.
Add a new layer at the top of your layer palette.
Choose your draw tool set at the same settings.
Place your cursor at 200,200 and draw across so your line is about 70 long.
Set your foreground to null and your background to white.
Add a new layer.
Choose your shape tool set the same.
Hold down your shift key and draw out a circle about 10 x 10.
Use your mover tool and move the circle to the end of your hand.
Layers > Merge > Merge visible.
Rename this layer hand2.
Selections > Select all.
Selections > Float.
Effects > Plug-in filters > KPT5 > KPT5 Shapeshifter > these

Using your deformation tool rotate your hands to whatever time you wish.
Set your foreground to #A8702F and your background to null.
Add a new layer at the top of the layer palette.
Choose your paint
brush and set at:
Round
Size 2
Step 25
Hardness, Opacity & Density 100
Place a dot of black in
the place where there would be a fastener for the hands. (I zoomed in.)

Save with a background to
your liking as a .gif or .jpg.
